Globe International organized the one and half-day workshops for the herders and one and half-day training for the public officials of Guchin-us soum of Ovorkhangai aimag and Bayankhutag soum of Khentii aimag and it involved in total of 36 herders and 57 public officials as a part of the project “Transparency Campaigning at Local Government to Curb Corruption” financed by the Partnership for Transparency Fund (PTF), http://www.ptf.org/
The two community workshops “Freedom of Information and Public Participation” educated the herders on the public’ right to know, their participation in curbing corruption and the participants defined the information need of the citizen.
The workshops held, respectively:
- On 5-6 December 2010 at the meeting room of the Citizens Representative Khurals of Guchin-us soum of Ovorkhangai aimag
- On 13-14 December 2010 at one of the class rooms of public school of Bayankhutag soum of Khentii aimag
The workshops based on participatory approach. They formed into four groups and played the games: political parties, media, citizens and NGOs to get acquainted better knowledge on the nature and principles of freedom of information, types of corruption, and transparency issues, and public participation, and importance of monitoring. The participants developed the check list of information and they want from the soum administrations and other public organizations located in the soum centers, and identified the information channels they prefer receiving information:
By the end of the workshops, the participants selected six members of the monitoring team and suggested what public organizations should be involved.
The one and half-day intensive trainings for the public officials were held in the targeted soums, respectively in:
- In Guchin Us soum, of Ovorkhangai aimag on 4-5 December 2010
- In Bayankhutag soum of Khentii aimag on 14-15 December 2010
The training achieved its goals to raise awareness of the bagh and soum officials in transparency issues and to advocate the soum authorities to take actions toward transparency
The training looked at the following topics:
- The existing legislative framework on freedom of information.
- International standards on freedom of information
- The Government order No 143 approved Transparency Indicators
- Complain law
- Ethics of public officials
- What is corruption and types of corruption
- Importance and role of access public information and transparency in curbing corruption
