Ladies and gentlemen, esteemed journalists, and advocates of press freedom,
Dear colleagues of the UN, Globe International Center, the National Human Rights Commission, the Mongolian Bar Association, the Association of Judges, the Association of Advocates, Amnesty International Mongolia, the Press Institute and UNESCO Mongolia National Commission,
Today, we come together to acknowledge and celebrate the vital role of a FREE PRESS. It is not only a conduit for delivering reliable and accurate news but also a PILLAR OF DEMOCRACY. The quality of democratic processes is intrinsically linked to the state of freedom of expression, media freedom, and pluralism.
On this important day, we must advocate for a whole-of-society approach to defend free and independent media, especially at a time when media freedom is increasingly threatened by laws disguised under the banners of national security, counter-terrorism, or the fight against ‘fake news’. The role of the press in holding power accountable is undeniable, and we must ensure its protection.
As a former journalist, I hold the freedom of expression in Mongolia close to my heart, and it is something we must cherish and protect. However, it saddens me to observe Mongolia's concerning decline in the World Press Freedom Index, having dropped 36 places since 2020. The UN and independent observers have documented instances where Mongolian journalists have faced threats and pressure, undermining their independence and ability to report freely. There must be zero tolerance for arbitrary detention or any other efforts to silence journalists and curtail free speech. The raid on Noorog exemplifies the worrying trend of challenges to press freedom in the country.
According to Reporters without Borders, media ownership in Mongolia is highly concentrated, with most media outlets being affiliated with political parties. This reduces the diversity of viewpoints and hinders the development of truly independent journalism. They have also noted that over half of defamation cases in Mongolia are directed against journalists and media outlets, forcing them into self-censorship.
During our annual Human Rights Dialogue on April 3, the EU and Mongolia both recognized the importance of freedom of speech and media freedom in democratic societies. Mongolia expressed its commitment to fully implementing the recommendations of the UN Working Group on Arbitrary Detention, demonstrating a clear path toward better protection for journalists.
The European Union recognizes and commends the efforts of the Government of Mongolia to promote and protect fundamental freedoms, including the introduction of a draft Law on Media Freedom. However, I would like to emphasize the critical importance of f ensuring that this law is fully aligned with international standards on freedom of expression and access to information. It is essential that the law provides real, enforceable protections for journalists, and avoids vague language that could lead to arbitrary restrictions or censorship.
We are optimistic that through continued efforts, Mongolia will improve its press freedom ranking, surpassing its current standing of 109th out of 180 countries in the 2024 World Press Freedom Index. With continued progress and commitment, Mongolia can become a model for media freedom in the region.
Taking this opportunity, I would like to extend my heartfelt congratulations to the National Network for Freedom of Expression for the remarkable work you have undertaken.
I would also like to acknowledge the outstanding collaboration among some of Mongolia’s leading legal and human rights organizations. The Mongolian Bar Association, the Association of Judges, the Association of Advocates, Amnesty International Mongolia, the National Human Rights Commission, the Globe International Center, and the Press Institute have come together with unity, determination, and a shared vision.
The National Network for Freedom of Expression marks a significant milestone in advancing human rights standards within Mongolia’s legislation. It strengthens legal capacity among media lawyers, improves access to specialized legal services for journalists, and fosters a stronger alliance between the media, legal professionals, and civil society.
Together, let us work toward ensuring that the free press remains strong, independent, and unyielding in its role as a cornerstone of democratic society.
