On 30 September 2024, Center for Human Rights and Development (CHRD) NGO, and the Globe International Center NGO, members of the Human Rights NGO Forum of Mongolia (HRF) successfully organized with the support of the Asian Forum for Human Rights and Development (FORUM-ASIA), a mid-term review discussion on the implementation of the recommendations given by the United Nations Human Rights Council (UNHRC) regarding the Third UPR Report on the human rights situation of Mongolia. This event will take place on September 30, 2024.
Mid-term review conducted by the National Forum of Human Rights NGOs on the implementation of 170 recommendations given by the United Nations Human Rights Council for the Third National UPR Report on the human rights situation of Mongolia presented at the discussion and preparations for the upcoming Fourth National Report introduced. The below outcomes achieved from the discussion:
1. Contributed to the consolidation of knowledge and understanding on pressing human rights issues by presenting the civil society organizations' (CSOs) assessment of the implementation of the UNHRC recommendations to government agencies and other stakeholders;
2. Created an opportunity for stakeholders to engage in discussions and exchange views on identifying and addressing the causes of human rights violations;
3. Offered the support the Government of Mongolia in preparing its Fourth National UPR Report on the Human Rights Situation which will be reported in 2025.
Mr. Kh.Temujin, Member of Parliament, Member of sub-committee on human rights in Parliament, Mrs. Kh.Naranjargal, Board chair of The Globe International Center and Mr. Tapan Mishra, Country Representative of UN in Mongolia are delivered opening speech at the event and there participated 75 delegates, who represented all relevant stakeholders responsible for policy-making, implementation, and oversight of human rights protection in Mongolia, including the Human Rights Subcommittee of the Parliament, the Office of the President of Mongolia, the Office of the Prime Minister, advisors from the Cabinet Secretariat, the National Human Rights Commission (NHRC), relevant ministries, government agencies, the judiciary, law enforcement and professional organizations, the Office of the United Nations Resident Coordinator, foreign embassies in Mongolia, and member organizations of the Human Rights NGO Forum (HRF).
The discussion comprehensively reviewed the implementation of recommendations under four main categories: recommendations on strengthening the national human rights mechanism, recommendations on group rights, recommendations on civil and political rights, and recommendations on economic, social, and cultural rights."
The organizers of the discussion, Center for Human Rights and Development (CHRD) and the Globe International Center, are esteemed and active members of the Asian Forum for Human Rights and Development and play a significant role in contributing to the preparation of Mongolia's National UPR Report.
What is UPR or Universal Periodic Review?
The Universal Periodic Review (UPR) is a new mechanism that reviews the human rights situation of all 193 United Nations member states every four years. This mechanism is significant because it allows for the discussion of all human rights issues in any country, without being limited to specific treaties, and it covers all UN member states. The UPR is based on the principles of treating all countries equally and without discrimination, as well as collaborating with the country under review. It aims to improve the human rights situation in each country and help governments overcome challenges in ensuring human rights, including providing technical assistance.
