Mongolia will present its first ever Universal Periodic Review (UPR) to the UN Human Rights Council re¬garding its human rights situation. Mongolia is scheduled for UPR review on 23rd of November 2010 at the 9th session of the UPR working group in Geneva. In preparation of the UPR process, Globe International NGO launched a project to promote UPR with information and communication activities commencing March 1, 2010 with a support of the Open Society Forum.
Overall mission of information and communication activities is to improve public knowledge and understanding on UPR and shape public view of UPR. Objectives of the project are to distribute an information on UPR and its process through most influential media means in Mongolia and other information channels, to educate 30 journalists on UPR reporting, and to call local NGOs and individuals to contribute in preparation of the NGO National Report
Under the umbrella of the project, following actions shall be realized.
1. Information and communication plan
IC plan for UPR promotion will be developed through consultations and discussions with human rights NGOs in order to inform the public attention in UPR process.
2. Workshop for journalists
30 journalists from most influential media outlets shall be involved in training session that educates on UPR and its processes, and UN human rights mechanisms and the journalists will gain skills on UPR reporting. The trained journalists will regularly cover the UPR issues
3. Handbook for journalists
A handbook containing information about new mechanisms on UN review on human rights situation, cooperation between government, civil organizations and individuals and role and participation of media shall be produced in 1000 copies. It also will be available at relevant web sites
4. Information dissemination
Information shall be distributed in five phases until the presentation of Universal Periodic Review (UPR) to the UN Human Rights Council.
- Traditional Media
Enlightenment information shall be distributed via most used and popular televisions, radios, newspapers, and news portals that were selected on the results of a study “Today’s Mongolian Press” by the Press Institute. Information also will be distributed through MARY which involves the most readable rural newspapers .
- Online
A sub web to provide an information support to UPR shall be created under the domain name www.upr-mongolia.mn in Globe International NGO’s website www.globeinter.org.mn. In addition, information shall be distributed to the public through new technologies such as e-mail and SMSs.
- Press conference
Five press conferences will be convened in order to inform the public in UPR processes.
- Television spots
Two video spots will educate the public on UPR through television channel
