Globe International, a Mongolian NGOs organised the 2d Civil Society Consultative Meeting on 23 April 2009 at Bishrelt hotel, Ulaanbaatar, Mongolia. It is a part of the project “Curbing Corruption through Empowering Public Council” which has been running since January 2009 under the grant of Partnership for Transparency Fund. The meeting involved 20 participants including representatives of PC, the Ant-corruption Agency and NGOs.
The PC members and the Anti-corruption Agency officials have met the representatives of the Mongolian NGO s in order take their supports and contributions to the draft Recommendations on the better legislation regulating PC and the PC Action Plan.
The participants were educated on the goals, structure and activities of the Public councils or the similar bodies in other countries. The comparative research on 10 countries was conducted by Aiga Grisane, an expert from Transparency International-Mongolia.
Participants said that the research has given the good ideas on how to make the Mongolian PC more active and powerful. Participants also discussed the recommendations on better legislation, which was developed by the Public Council Empowerment Team in cooperation with the Latvian expert.
Participants and expert contributed to the Action Plan of PC that was drafted by Public Council in Empowerment consisted from seven members: two PC members and two NGO representatives (Human Rights and Security Center and Zorig Foundation) as well as three GI project staff.
The project plans to organize three Civil Society Consultative meetings aimed at providing the better cooperation between CSO and PC.
The first meeting was organized on February 6, 2009 at the conference room of the National Legal Center. It involved 25 participants represented the Anti-corruption Agency, PC members, National Human Rights Commission and NGOs. The participants were introduced on the project goal, objectives and activities, and discussed the strategy of achieving project goals and objectives.
The third meeting will be organized at the beginning of campaign “Public Council at Work“, which will be started in two weeks. The project has published 2000 copies of the fliers informing the people on existence and activities of PC. It also includes names and e-mails of PC members, information and definition of corruption included to the Anti-corruption Law. The fliers will be widely distributed.
The 3d CSC meeting will discuss how to engage media and media plan for campaigning.
The goal of the project “Curbing Government Corruption through Empowering Public Council’ is o assist in empowering Public Council that is able to take remarkable contributions to the ACA duties to curb corruption. We anticipated that after six months:
- Public Council members and civil society groups educated on the efficient Public Council
- Recommendations on better legislation and rules regulating the Public Council’s efficient functioning produced
- Better cooperation between Public Council, NGOs and other civil society organizations enhanced and strengthened
- The public properly informed on PC existence and their participation increased
