
Globe International NGO has launched a new project called “Advocacy on Implementation of Anti-Corruption Laws and Regulations” with funding from USAID, The Asia Foundation.
The Project Main Objective: Advocate on implementation of anti-corruption laws, particularly law on Conflict of InterestsSpecific Objectives:
- Raise public awareness on corruption issues including the conflict of interest
- Build capacity of the UB journalists on corruption issues including the conflict of interest legislation
- Develop further strategy on public advocacy on the issues
Project Beneficiaries
The main beneficiary group is the general public and the project is planning to directly target the following groups:
- 20 journalists of Ulaanbaatar media
- At least 60 representatives of the government, civil society, private sector and media

4 months, March 1 - June 1, 2013
The project has three outcomes:
- Increased awareness of the public on anti-corruption legislation, particularly law on conflict of interests
- Increased capacity of journalists of 20 Ulaanbaatar journalists to report on conflict of interest issues
- Developed IEC strategy for efficient further actions to educate the public and public officials on the issues of transparent and accountable governance and corruption prevention
Project Activities: Project will carry out the following three inter-related activities:
1. Production of Educational Resources
Production of Educational Resources
- COI URL at GI web site ww.globeinter.org.mn
The project will launch URL to educate the public on COI law. We will use available sources including COI handbook produced by the Independent Authority against Corruption (IAAC) and other materials. Web site will be promoted through GI e-marketing system, facebook and web site
- Audio and Video Educational Materials
The project will produce three audios and 5 videos featuring the COI stories. Globe International producer will write the scripts of audios that will be posted at GI website, Youtube and COI URL.
- The event NO!
The project will organize an event “NO!” in order to reinforce discussions on COI and anti-corruption issues and legislation among the public officials, private sector, civil society and media. The event will be organized as cultural event that will involve the showcase of videos and performances of the staged readings.
2. Investigative Reporting Trainings
The project will train 20 journalists from print, broadcast and online media based in the capital through a three series of the practical workshops. The training methodology will be developed by a team consisted of two consultants. We will select journalists who are previously trained on investigative journalism. The project will request the journalists to write some stories and at least five best materials will be awarded by honorarium.
3. IEC Strategy Development
It would be difficult to produce the long period impact on advocacy of the anti-corruption legislation without well developed plan, so this pilot project is keen to elaborate the IEC strategy and recommend to the donor. The project team will cooperate with three experts and will use the results of the baseline survey and the evaluations of the project events in the strategy development process that will gone through four strategy development meetings.
