Globe International is starting new project titled “Curbing Corruption Through Better Access to Information” funded by the Embassy of Great Britain and North Ireland, Ulaanbaatar, Mongolia.
Access to information is essential to the health of democracy and of the main criteria underpinning government transparency. It is main tool to curb the government corruption.
The project is aimed at curbing corruption through better access to information held by public institutions and promoting transparent and accountable governance. Objectives of the project are to advocate and lobby legislation on freedom of information and new state secrecy law, and engage civil society to the campaigning.
We anticipate the project raises awareness of the Parliamentarians and educate the government officials on importance and nature of access to information and passages of Freedom of Information Law and new State Secrecy Law will be passed by the new Parliament during the period of their power until 2012.
We propose to implement a project of activities designed for lobbying legislations and encouraging participation of the public.
The project’s specific results are:
1. The Parliament Group established to provide a lobby inside the Parliament to pass the Freedom of Information Law and new State Secrecy Law
2. A Civil Society Coalition established from 10 civil society organizations including Globe International and worked on media advocacy and lobbying the Parliament
3. At least half of the Members of the Parliament educated and their awareness raised on law draft concept, international standards and role of access to information in curbing corruption through a seminar and handbook for legislators
4. 21 local parliament speakers educated and get knowledgeable law draft concept, international standards and role of access to information in curbing corruption and aware of an efficient implementation of laws
Globe International will carry out the day-to-day project implementation with support of Parliament inside Group and CS Coalition. The section describes all the relationships of the project team integral to the project.
Globe International is a non-membership, non-profit-making and tax-exempted NGO founded in 1999 with mission to sustain Mongolian democracy and civil society, spread power of information and knowledge. It has implemented more than 50 projects since its establishment. Main strategic programs are "The Right to Know: Freedom of Information", "Freedom of Expression and Independent Media" and Free Expression Violation Monitoring". Globe International is managed by an independent Board consisted from 5 members and it has a highly-skilled staff of 8 permanent employees.
