GIC has implemented the project titled “MDI’s Assessment Follow-Up: Fostering Online Freedom of Expression in Mongolia”
Globe International Center (GIC), a Mongolian media rights based NGO has successfully implemented the project titled “MDI’s Assessment Follow-Up: Fostering Online Freedom of Expression in Mongolia” from May 2015 to December 2015 with the support of the UNESCO Beijing Office and Access Now.

Access Now is an international non-profit organization that promotes open access to the internet as a means to free, full and safe participation in society and the realization of human rights. https://www.accessnow.org/

A comprehensive “Assessment on Media Development in Mongolia,” based on UNESCO/IPDC's Media Development Indicators, has been completed. The Assessment has formulated a wide set of recommendations, including on the need to decriminalization defamation, monitor freedom of expression violations also online, broadcast law reform, enabling media self-regulation, protecting journalists’ sources, plaintiff bearing the burden of proving falsity of statements on matters of public concerns, supporting community and digital media development, media ownership’s transparency etc.

Following up these recommendations based on the assessment of the Mongolian media landscape, and following up specific requests from relevant governmental bodies to have capacity building on international standards on freedom of expression, this projects aimed to:

- Conduct an International Expert Mission in order to provide capacity building on international standards on freedom of expression and the Internet;
- Reinforce the capacity to credibly, independently and professionally monitor online freedom of expression violations;
- Organize a sensitization event on freedom of expression online.

To achieve the aforementioned goals and objectives, GIC carried out the following activities within the framework of the project:

- Publication of the 2012-2014 Media Freedom Report.
- Roundtable “Focus on Mongolia” on the occasion of the World Press Freedom Day 2015.
- International Experts Mission to build capacity on international standards on freedom of expression and the Internet. Toby Mendel, Centre for Law and Democracy and Dr. Charles Kriel, Lightful shared their best practice, knowledge and experience.
- Multi-stakeholder Consultation “Freedom of Expression and the Internet” with international experts.
- Seminar on credibly, independently and professionally monitor online freedom of expression violations.
