International Round table Access to Information and Fundamental Freedoms
WORLD PRESS FREEDOM DAY 2016

“Access to Information and Fundamental Freedoms. This is Your Right!”

Globe International Center, a Mongolian NGO in cooperation with Open Society Forum and Confederation of Mongolian Journalists under the support of UNESCO, Beijing Office is holding an International Round table “Access to Information and Fundamental Freedoms. This is Your Right!” to mark the May 3 - World Press Freedom Day (WPFD). The Event is scheduled on 3 May, 2016 in the conference hall of the Open Society Forum from 9.30 am to 3.00 pm.

We are inviting the media and journalism representatives from Hong Kong, Japan and South Korea to join us at the Round Table to speak on their country situation in one of the following themes of the 2016 UNESCO:
- Freedom of information and sustainable development;
- Protecting press freedom from censorship and surveillance overreach;
- Ensuring safety of journalists online and offline.

We expect over 60 participants including Marielza Oliveira, Director of UNESCO, Beijing Office and Mongolian stakeholders representing media and journalists, government, lawyers, academicians and civil society.

As it is noted in the UNESCO Concept Note “World Press Freedom Day is celebrated across the globe every 3 May, representing an opportunity to advance the fundamental principles of press freedom and to pay solemn tribute to journalists who have lost their lives in the line of duty.

In 2016, World Press Freedom Day coincides with three important milestones:
- The 250th anniversary of the world’s first freedom of information law, covering both modern-day Sweden and Finland;
- The 25th anniversary of the adoption of the Windhoek Declaration of press freedom principles;
- The year 2016 is also the first year of the 15 year life-cycle of the new Sustainable Development Goals (SDGs).

Against this background, the World Press Freedom Day in 2016 highlights the links between press freedom, a culture of openness and the right to freedom of information, and sustainable development in the digital age. The common thread in all these is the role of journalism and the importance of safeguarding those who bring this service to the public”.

The Roundtable will focus on Mongolian situation on freedoms of information and media. Mongolia has achieved the great successes in building up the independent media sector in democratic transition and consolidation. Nowadays, more than 500 media outlets permanently operate in Mongolia and more than 4550 media practitioners work there. Mongolia has guaranteed the people’s rights to information and to publish by the Constitution and relevant laws such as Law on Media Freedom, Law on the Public Radio and Television, Law on Information Transparency and Right to Information. Mongolia is a signatory to the Universal Human Rights Declaration and became party to the International Covenant on Civil and Political Rights (ICCPR) in 1974.

World Press Freedom Day is as emerged as an effective way to raise awareness of the importance of freedom of expression and press freedom. This year’s WPFD is specific for Mongolia in two ways:

1) The Mongolian Government has accepted the UN UPR recommendations on freedoms of opinion and expression from eight countries to harmonize the national legislation with the international standards, protect journalistic confidential sources and whistleblowers, ensure safety of journalists and human rights activists, etc.,

2) We are launching the Media Assessment report that used the UNESCO Media Development Indicators which issues a number of recommendations to enable favorable media environment.
Globe International Center has been promoting freedoms of expression and information since its establishment in 1999. It’s a member of the IFEX, GFMD and the Forum Asia.
