Media Legal Reform (UPR & MDI)

Globe International Center is implementing a project titled “Media Legal Reform” with the aim to advocate for enabling legal environment for better protection of digital freedom through harmonizing the existing legislation with Article 19 of the ICCPR. The project is supported by IFEX — the global network for defending and promoting free expression.
On May 5, 2015, the UN Human Rights Council has reviewed the Mongolian national submission for the Human Rights Universal Periodic Review (UPR) in Geneva and eight recommendations regarding freedom of expression made by Switzerland, United States of America, France, Germany, Estonia, Czech Republic, Ireland and Austria to align the domestic legislation with international standards, to decriminalize defamation, to adopt the law on protecting confidential sources, to guarantee the online freedom and provide and to provide the independence of the regulatory body.
The above issues also were highlighted in the media assessment report produced by GIC in cooperation with the Press Institute, Confederation of Mongolian Journalists and Transparency Fund that used the UNESCO Media development indicators.
So, GIC has developed an action plan to follow up the implementation of the UPR and media assessment. The project will carry out the two advocacy activities:

1) to advocate the Parliament and relevant government agencies to make the amendments to the existing laws and procedures, and
2) to organize diplomatic briefings in Ulaanbaatar and Beijing to advocate the international community.
The project plans to form a Working Group consisting of four local experts who will produce a Legal Handbook for the Parliamentarians and relevant decision makers.
The project expects to establish a Parliament Lobbying Group educated on FoE and digital issues, so they can initiate the discussions about the law amendments at the Parliament and international community informed in the FoE situation, particularly digital freedom and able to follow the pledges of the Mongolian Government to implement the UPR recommendations.
