Starting new project titled Enabling Environment for Free and Independent Media

Globe International is implementing five-month project designed to initiate media legal reform in Mongolia with the support The Asia Foundation.
The project’s goal is to contribute to the development of good and accountable governance through promoting the legal supportive media that is able to take greater contribution to the consolidation of democracy in Mongolia.

The project objectives are:
           - To introduce the international standards and best practices of international media law
           - To produce recommendations on better legal environment
           - To raise awareness and educate lawyers, media professionals and human rights NGOs on the media legal issues
The project is targeting the entire public. Its direct groups are lawyers, Parliamentarians, human rights NGOs and media professionals.

The project’s planned activities are: 
           1.1 Comparative studies
Over three months the team will carry out the comparative studies the researches on the international standards and best practices of:
          - Media ownership and media concentration 
          - Protection of journalists and editorial independence
Especially, some international press laws or other elated laws should be reviewed. Concerning the studies, OSI Media Ownership Report and USAID study on the media environment could be good reference documents for the start. The papers should be translated into Mongolian.
The team also will review the Mongolian law related to the research topics and expose the contradictions, if any and produce the recommendations for the amendments. 

As results:
 
         - Two reports of comparative researches on media ownership and concentration, and protection editorial independence and journalist’s independence will be available
         - Necessary international documents available and some laws available in Mongolian
         - Recommendations for better legal environment available and handed over to the relevant parties

1.2 Round Table
The project will organize a round table under the topic: Media Legal Environment and Challenges. The round table will discuss the broader issues of the present situation of the media legal environment and exchange opinions on the important laws missed by Mongolia.  Presentations will be on the different aspects of media freedom, independence, journalists’ rights, defamation, ownership, concentration, broadcasting etc.

The Legal Resource Team will present the two reports mentioned above. The recommendations produced by the Legal Resource Team will be discussed and approved by MPs, lawyers, journalists and media professionals and human rights NGOs during the round table.

        The event will be widely covered by media. Press release and report will be posted at Globe International web site.
Results:
- Awareness of the public, legislators, lawyers, media professionals and human rights NGOs on media legal environment increased
- An estimated number of 50 persons directly will be involved to the round table and get information  on the legal framework, its challenges and problems more precisely media ownership and concentration, editorial independence and other media legal issues

The research reports will be posted at Globe International website and distributed through our English and Mongolian languages. We also will send the reports to our international partners.
