
A two-day training on how to conduct monitoring and effectively use social accountability tools in budget and public investment process was organized on March 17-18, 2022 in Arkhangai aimag in collaboration with local NGO, Tegsh Tusgal. The training was facilitated by Ch.Enkhbayar, project coordinator of the MASAM II project team of GIC, and was attended by 23 persons from a variety of CSOs operating in the province, including Arkhangai Province Council of Disabled People's Associations, Arkhangai Council of Public Initiatives, Arkhangai Province Branch Council of the Mongolian Women's Association, “Bolor Setgel”, “Knowledge Network” and “We are for you” NGOs. It covered issues from monitoring to data collection, summarizing findings, writing reports, and conducting advocacy. While the first day of the training included lecture and practical exercises on monitoring information and practice, the second day covered Module 2 on the budget and Module 3 on public investment. Participants learned how to get information about the budget and public investment, when and how to participate in this process. The trainer used various means such as lectures, interviews, practice, discussion of the results of the practice, and dialogue. Participants were also provided with a draft code of conduct for monitors.
As a result of the training, NGOs agreed on three points. In conducting monitoring, we should be equipped with peoper information and knowledge (legal documents). Everything must be based on facts. Documentation and verification are the most important steps. Also positive attitude is essential. Participation in the budget and public investment process is crucial. Participants learnt on when exactly and how to participate. A representative from Arkhangai Council of Public Initiatives gauged the training that it was efficient at ‘combining theoretical knowledge with practical exercises’ for helping gain a lot of knowledge on monitoring, budget and finance. However, citizens should equip ourselves with legal knowledge.
