International Experts Mission to build capacity on international standards on freedom of expression and the Internet
On 4 and 5 November 2015, the International Experts Toby Mendel and Charles Kriel met with MPs, legislators, government representatives, police officers, journalism and law students, journalists and creative workers of Mongolian National Broadcaster. The Mission targeted more than 140 stakeholders.

International Experts met with Members of Parliament Mr.L.Bold and Mrs.M.Batchimeg respectively at the Parliament House and discussed the present legal issues on FoE and media. L.Bold initiated Draft Law on Online Freedom and M.Batchimeg drafted a Law on Media Freedom. Then they had meetings with Heads of Department and Experts of Information Technology, Post and Telecommunication Authority (ITPTA) and Communications Regulatory Commission (CRC).

ITPTA is a policy making body of the government of Mongolia responsible for communication and early warning systems. CRC is a Government regulatory agency, and is charged with regulating and supervising a wide range of subjects including competition issues, the provision of networks and services for fixed line and wireless telecommunications, television, radio, and satellite transmission, spectrum management, postal services and the internet.

Charles Kriel lectured to the law and journalism students of Otgontenger University on social media and ethics. Two Experts had other meetings with police officers of Ulaanbaatar City Police Department and Criminal Police Department respectively at their premises. Police officers raised awareness on International standards on freedom of expression, the Internet, surveillance, social media and ethics.

Mrs.T.Bat-Ulzii, Head of Legal Reform Policy Department of Justice Ministry had meeting with the Experts and informed on current regulations and policy. Then Toby Mendel and Charles Kriel met with journalists and creative workers of Mongolian National Broadcaster.

Charles Kriel lectured to the 15 Members of Youth Club on social media and ethics, and making viral content. The Youth Club was established near GIC in October 2015 for the project titled “Raising awareness of young Mongolians on democratic elections." Members of the Club launched recently social media campaign calling on their peers to vote in the 2016 Parliamentary election.

In the result of their visit and mission, the International Experts set out key recommendations arising from the mission, with particular focus on issues relating to regulation of the Internet, which was the main focus of both the Consultation and the follow-up meetings. There are also some wider recommendations related to creating a positive environment for regulation of the Internet.
