Seminar on credibly, independently and professionally monitor online freedom of expression violations
On December 9-10, 2015 GIC organized a seminar on monitoring freedom of expression violations at Puma Imperial Hotel’s conference hall. It was attended by 16 representatives from media organizations/associations, lawyers, CSOs, including GIC, Confederation of Mongolian Journalists, Online Media Association, LGBT Center, National Center for Journalism Training and provincial representatives of CMJ from Darkhan, Dornod, Bayankhongor, Umnugovi, Arkhangai, Khentii and Nalaikh for monitoring freedom of expression violations.

The seminar was designed for providing basic theoretical knowledge and exercises and it was facilitated by Oleg Panfilov, an academic from Ilia Chavchavadze State University (Georgia). He has experience of working with Mongolian journalists and in 2010 he conducted training on investigative journalism with the support of the UNESCO Beijing Office. He is an author (co-author) of 50 books including ‘How to conduct monitoring on freedom of expression.’ The facilitator focused more on monitoring techniques and practice.

  

During the seminar D.Munkhburen, GIC Lawyer provided knowledge on international standards of freedom of expression and Mongolian legislation. Trainees gained knowledge and skills on:
-    International Standards of Freedom of Expression and Mongolian Legislation;
-    Collecting information and finding monitoring sources;
-    Using the materials of monitoring;
-    Processing and archiving monitoring results;
-    Technical requirements, legal aspects and categories for monitoring;
-    Verifying collected information through the use of multiple sources and classifying it;
-    Producing effective alerts.
  

The trainees completed the full class receiving certificates with logos of UNESCO and Globe International Center. The seminar successfully achieved its objective to reinforce the capacity to credibly, independently and professionally monitor online freedom of expression violations by Globe International Center.
