Re-drafting the Freedom of Information law in accordance with several recommendations on the previous law draft by civil society organizations was agreed during meeting of P.Erdenjargal, executive director of OSF and Kh.Naranjargal, President of Globe International with some law initiators on January 7, 2009. The new draft law is available now. The law initiators will re-submit the law draft to the Parliament. The previous draft law was submitted to the Parliament on May 2, 2007 by MPs, S.Oyun, Ts.Munkh-Orgil, Su.Batbold and E.Bat-Uul.
Mongolia has made significant achievements during the democratic changes towards guaranteeing citizens’ rights and freedoms. The Constitution of Mongolia declares the public’s right to access information, but it is very limited in the reality.
Globe International has launched a programme “Right to Know. Freedom of Information” in 2001 and it has been actively working to distribute the nature, concept and principles of freedom of information.
Globe International, NGO has been cooperating with 10 NGOs in order to advocate the legislation on the public’s right to information. Civil Society Coalition launched within a project “Curbing Corruption Through Better Access to Information” is planning to organize meeting with some Members of the Parliament to exchange information on the freedom of information issues and establish a lobbying group.
Legislation of the citizens’ right to access information and promotion of the transparent government are parts of the 2003 National Human Rights Programme and Government Action Plan for 2008-2012.
Truly enjoying their right to information is one of the voters’ wishes. The new law will take a greatest contribution to development of the civil society that respects human rights and knowledge-based economy.
Civil Society Coalition hopes the Parliament will pass the Freedom of Information law sooner.
