The Globe International NGO has drawn up a Bill to Amend the Law on Public Radio and Television and submitted it to the Parliamentary Speaker, D. Demberel, Deputy Speakers N. Enkhbold and G. Batkhuu, and the Minister of Justice and Internal Affairs, Ts. Nyamdorj.
The Mongolian Parliament (Ulsyn Ikh Khural) adopted the Law on Public Radio and Television on January 27, 2005 and amended it on February 17, 2005. Over the past period, a number of criticisms and suggestions have been received from the public, individuals and Public Radio and Television employees in regard to implementation of this Law.
A working group, set up in May 2006 by the Parliamentary Standing Committee on State Structure, became au fait with on-site implementation of the Law and presented its findings to the Parliamentary Standing Committee.
In June 2007, a Council made up of colleagues in Public Radio and Television re-addressed the Parliamentary Speaker, resulting in a working group being set up, comprising six MPs, to study the situation which had arisen in Public Radio and Television. After revision the conditions, the working group released its conclusion and proposal.
Amendments are therefore needed to the Law in two basic directions, namely, to improve the public monitoring and responsibility mechanism and, further, to ensure Public Radio and Television’s independent status in terms of the State and financing.
In passing this draft law, the National Council’s composition and structure and the Monitoring Council will be clarified and their independent status will be strengthened further. By improving its monitoring and responsibility system, effective operation by Public Radio and Television and the National Council will be increased. In addition, legal concepts’ and principles’ implementation will be improved with considerable progress being made to promote and format Public Radio and Television in real terms.
The Department of Legal Policy at the Ministry of Justice and Internal Affairs plans to submit this Bill for discussion at a Government meeting in the near future.
