"Globe International" NGO held a press-conference at the Mongolian Press Institute on 22 September 2006 to present the implementation status of the project on "Monitoring Free Expression Violation and Supporting the Rights of Independent Media". During the press-conference Kh. Naranjargal, head of "Globe International" NGO, advised journalists to receive free legal consultations from the NGO's lawyers and seeks answers to their questions through the Legal link of www.monitoring.mn.
Since the start of the project, 28 alerts have been received from the regional monitors, 11 of which have been disseminated through IFEX. 9 alerts have been placed on the NGO�s website.
According to the web-editor, 8 statements on the violations of journalists rights been made public through the press, and 6 notification letters on the relative legislation's violation have been sent to the officials concerned.
According to Kh. Naranjargal, head of "Globe International" NGO , journalists are not aware that their rights are violated because they still lack knowledge on their professional rights. For example, reporter Bold from Odriin Sonin, who was detained for 2 hours by the police thinks that it is not a serious violation and did not want to alert on it.
Journalists are highly self-censored, so they are afraid from possible attacks and assaults in the future in case of distribution of alerts on their cases. Mr. N, journalist from Shine Medee, Erdenet provincial newspaper was beaten by unknown people and his photo camera was taken away. His kidney was seriously damaged, but he has refused to alert this incident.
Furthermore, the journalists and media outlets refuse to take legal actions against their violations. There are 2 cases fixed that television reporters of MNB (newly established public service broadcaster) and Eagle TV (EBC) were blocked by the police while they were covering the public demonstrations and their cameras were seriously damaged. Unfortunately, the reporters and media leaders have refused to use the relevant law provisions and approach the Courts.
The impact of "Globe International" NGO's media releases and notification letters. There is no culture that the state bodies respond and re-act to official requests and demands. Globe monitor based in Zavkhan aimag, one of the remote areas of Mongolia reported on the censorship case and Globe produced a media release. It was handed it over to the aimag Governor. The Governor permitted to publish the media release in the local newspaper and to air by local FM radio. The highly censored and self-censored local journalists accepted it skeptically and were anticipating more and new pressure, but nothing happened. The Governor later said to the editor-in-chief that �the newspaper should write the only truth and the journalists should not suspect the people�. The Globe action encouraged the journalists. The other officials, who previously had been �impolite� to the journalists, also have changed their attitude and they aware of the laws guaranteeing freedom of expression in Mongolia.
Our monitors in Khovd, Khentii province reported that the habits of the aimag leaders calling the journalists and threatening, them are changing and the authorities are getting more aware of the journalists� professional works.
There have been some improvements in Orkhon, Uvurkhangai provinces, where, as opposed to the previous practice, journalists are now allowed to attend various meetings, i.e. meetings of the Citizen Representatives Assembly and working meetings of the governors
administrations.
The Globe International NGO was founded in March 1999 and has successfully implemented more that 40 projects in the field of freedom of expression, freedom of information, independent media.
