Web sites Guchin-Us soum of Ovorkhangai aimag (www.guchin-us.mn) and Bayanhkutag soum of Khentii aimag(www.bayankhutag.mn) were launched by the project “Transparency Campaigning” at Local Government to Curb Corruption started in August 15, 2010 under the funding of the Partnership for Transparency Fund (http://www.ptf.org/) which is aimed at improving the transparency of the local public organizations to curb corruption.
Web sites were presented to the local citizens during the round tables held in two soums in April 2011. The local communities of two soums are, now, able to get Information on the soums’ activities, human resources, budget and finance and procurement, and public services from websites.
During the round tables that were held in Guchin-Us soum of Ovorkhangai aimag on 11 April 2011 and in Bayankhutag soum of Ovorkhangai aimag on 25 April 2011, the aimag NGOs presented the results of the corruption perception surveys conducted among 120 citizens of the soums.
The reports were presented:
- Survey report on corruption in Guchin-Us soum of Uvurkhangai aimag,
by M.Dulamsuren, Local Initiative NGO in Guchin-us.
- Survey report on corruption in Bayankhutag soum of Khentii aimag, by Ts.Altantuya, Women for Social Progress, NGO.
The round table also discussed the results of the monitoring on the local administration transparency conducted in December 2010 and January 2011 conducted by six local citizens in each aimag.
Report presented by 12 citizens of the two targeted soums gained skills in monitoring the implementation of the Government’s Resolution No 143 on transparency indicators and public service at three public organizations in each soum.
In total 76 herders and public officials attended the round tables. They stressed in the importance of such activities and transparency actions and suggested that local citizens should learn to use available information sources.
In the soums, four information boards were also installed in the governors’ offices and the people have an easy access to information on the public services such as social insurances, medical services etc. Names, telephones and job descriptions of the public officials along with the photos of the employees posted the doors of their offices. Web sites and such initiatives are parts of transparency actions at the local level.
