Recommendation on the media, advocacy activities for successful implementation of medium-term legal programme was issued

In the framework of the Enhanced Justice Sector Services project implemented by the Ministry of Justice and Home Affairs with support of World Bank, “Globe International” NGO issued a recommendation on media, advocacy activities for successful implementation of medium-term legal programme.

100 people participated directly in the process of developing this document on media, training and advocacy and 600 people took indirect participation through surveys. Recommendation was developed with participation of interested parties in media and advocacy related activities as well as through targeting and reaching specific focus groups, which was conducted using wide range of surveys.

In order to develop an effective media, advocacy strategy, needs assessment was conducted on specific public laws, legal knowledge and information as well as quantitative method, policy document research, monitoring methods were used throughout the research to analyze the amount of legal information distributed through media channels.

Methods:
- Sample survey research /Quantitatively, sample survey was conducted with 500 people based on the nation-wide practice of attributing 50-100 people to a single group/
- Monitoring of all editions of 5 daily newspapers for a month
- Monitoring of all broadcasts by 5 nation-wide TV channels for 2 weeks
- Online search of specific legal terms/issues
- Research and analysis of materials in public libraries

Moreover, organized a consultative meeting titled “Preparing legal news, production, and distribution” involving representatives from certain age groups, journalists’ focus group meeting as well as a meeting of professionals.

However, the priority was to determine the framework of action of each of 8 value items as stated in the medium-term programme in order to develop an effective message reaching the public and organize active multilateral operations based on the opportunities at hand. As such, based on the results of the meetings, trainings and research, it was recommended that the medium-term legal programme be implemented in the “legal advocacy framework” and “8 values framework”.

The recommendation consists of the following chapters, “Brief introduction of the research findings”, “Recommendation on the considerations of providing public information”, “Key message to be distributed through traditional media, advertising and new media”, Considerations for organizing a media campaign, possible activities, duration and content of the campaign”, also documents such as the “Outcomes of the consultative meetings”, “Overview of information of the consultative meeting /age attribute, values based on age attributes/, “Outcome of the meeting of professionals, proposals regarding the framework of activities” were included as attachments.
