Starting new project titled “Transparency Campaigning at Local Government to Curb Corruption“

Access to information is essential to the health of democracy and the main criteria underpinning government transparency. It is one of essential tools to curb the corruption.

Globe International started to implement the 12-month project titled “Transparency Campaigning at Local Government to Curb Corruption” from 15 August 2010 with financial support of Partnership for Transparency Foundation of USA under the agreement signed on July 08, 2010.

Main impact of the proposed project is that local people will be able to access the local government information.

The project activities will be mainly carried out in the provinces, particularly two baghs of two soums: Baynakhutag (Khentii aimag) and Guchin-Us (Uvurkhangai aimag).

Project will address problems:
- Lack of awareness of the local citizens and local officials ,  on the public’s right to access to information, nature, importance, principles and international standards of  freedom of information and need for legislation
- Lack of  information held by the local public organizations  
-  Lack of the participation of local citizens in the local government affairs 
Lack of skills of the local grassroots to take public control

The proposed project goal is to improve the transparency of the local public organizations to curb corruption.

Project Objectives are:
- After 12 months,  awareness of the local communities and the public officials on  the public’s  right to access information held by local public organizations, transparent governance and corruption raised
- After 12 months, issues concerning transparency and corruption at local level exposed through the monitoring and public organizations received the recommendations from their communities for better transparency and better public service
- After 12 months, facts of corruption exposed and local communities are capable to control corruption
- After 12 months, the soum administrations approved a document Transparency in Action and the local citizens will be able to obtain information on the activities, finance and resources of the soum administrations

We are anticipating the following results be achieved by the end of the project.

1. In total 40  people of two soums  will be educated on ideas and concept of access to public information  and role of  freedom of information in curbing corruption and importance of transparent and good governance through two community workshops and audio handbook: Your Right to Know  
2. At least in total, 30 local public officials will gain knowledge on their duties to open up public information and how to best respond to the citizens’ requests through training and manual
3. 12 citizens of two soums  will gain skills in monitoring the public service at least three public organizations
4. Two monitoring reports and recommendations will reach the local communities through round tables and local media and GI website and e-marketing list at national level.
5. Transparency Action document will be available and  information on the activities, finance and resources of the public organizations will be disseminated through selected information channels and websites

In the frame of the project, there will be carried out the three inter-related of activities.

i) Raising awareness of the local communities that includes  production of audio handbook and community workshops in two baghs 
ii) How to? campaign that includes one-day workshops for baghand soum officials s
  and publication and  “How to?” manual
iii) Transparency Action campaigning at two soums that that includes monitoring skills building training for 20 local NGOs representatives in two soums and conduct  monitoring on transparency and Transparency actions for information openness of the local governments
