Globe International, a Mongolian NGO organised one-day training for the Public Council members of the Anti-corruption Agency (ACA) on April 22, 2009 as a part of the project Curbing
Corruption through Empowering the Public Council under the grant of the Partnership for Transparency Fund.
The training was held at Bishrelt hotel and it involved 25 participants: PC members, the Anti-corruption Agency officials and NGO representatives.
Mr. E.Bolorchuluun moderated the training and he stressed that it is very important project for PC, and thanked Globe International initiated this project. He also hoped that it will provide more information and new knowledge to PC members and contribute their further activities.
Training participants were informed in the present activities of the ACA and their work on the anti-corruption NGO network established in the provinces. Mr. G.Erdenebat, PC member and professor of the Law school of the State University of Mongolia has taken the presentation: The legal framework of the conflict of interests. Mongolia is missing the conflict of interests legislation and it is in the agenda of the Spring Session of the Mongolian Parliament.
Mrs. D. Dulamsuren, Senior Expert of Prevention and Education Department of the ACA introduced the participants with the corruption types and it is legislated in Mongolia.
Mss. Aiga Grisane, an expert from Transparency International-Latvia has taken the presentation on the results of her Comparative research on Public councils or similar bodies for cooperation with society of Anti-corruption institutions that was conducted by Globe International request.
After the lunch, the attendees discussed” The recommendations on better legal environment for the PC efficient functioning”, which was drafted by Public Council Empowerment Team in cooperation with Aiga Grisane.
The Recommendations will be handed over to the Anti-corruption Agency, the President and the Parliament.
In accordance with the Anti-corruption law the Public Council has 15 members who were nominated by the ACA and appointed by the President for four years term in August 2007. The President of Mongolia has issued Decree No 195 on August 3, 2007 and approved the Working Rules of the Public Council.
Globe International has been implementing Curbing Corruption through Empowering the Public Council project since January 2009 and it will be ended in June 2009.
The project’s goal is o assist in empowering Public Council that is able to take remarkable contributions to the ACA duties to curb corruption. We anticipated that after six months:
- Public Council members and civil society groups educated on the efficient Public Council
- Recommendations on better legislation and rules regulating the Public Council’s efficient functioning produced
- Better cooperation between Public Council, NGOs and other civil society organizations enhanced and strengthened
- The public properly informed on PC existence and their participation increased
