Empowering Public Council - new project started

Goal of the new project is to assist in empowering Public Council that is able to take remarkable contributions to the ACA duties to curb corruption.

We anticipate that after six months we will achieve the following objectives:
- Public Council members and civil society groups educated on the efficient Public Council
- Recommendations on better legislation and rules regulating  the Public Council’s efficient functioning produced
- Better cooperation between Public Council, NGOs and other civil society organizations enhanced and strengthened
- The public properly informed on PC existence and their participation increased
The project has formed Public Council Empowering Team (PCET) that includes the project staff and other four members — representatives of CS and PC.

The project will carry out the following activities:
Production of Recommendations on better regulations   The PCET will work in cooperation with an international expert on the following regulatory and policy documents and recommendations:
- Recommendations  on proper PC related provision of  the Anti-corruption Law  and other regulations
- Recommendations on a new draft   of Working Rule of PC
- PC and Civil Society Action Plan to advocate the approval of recommendations

International expert will advise on the comparative legal framework of the similar legislations of other countries
The English translation of the Ant-corruption law, PC Working Rule and Presodent’s Decree on the PC establishment and other related documents will be delivered to the international expert prior his/her arrival in Mongolia.
 
The international expert will work in Mongolia for five days with PCET, attend the Civil Society and PC Consultative meetings and conduct training for PC members and Cvil Society Groups
Civil Society and PC Consultative Meetings
The project will organize three consultative meetings to provide better cooperation between CSO and PC.
- The first meeting will be aimed at introducing the project and discussing the strategy of achieving project goals and objectives. 
- The second meeting will be organized during the international expert’s work in Mongolia. It will discuss the draft documents that will be presented by PCET and international expert . .
- The third meeting will be organized at the beginning of “Public Council at Work“  campaign and it is aimed at reinforcing  the discussions and dialogues in the society and get more contributions from the public

App. 30 participants will be attending one meeting. The events will be covered by media and reach the entire public.

Consultative meetings will involve representatives of the ACA, Ministry of Justice and Home Affairs, legal advisers of the President, the Parliament and Government. 
One-day training for PC members and Civil Society Groups

The project will organize the training, where international expert will explain how such public councils/bodies work in the different countries and what are the impacts of their works. During the training the participants will identify the needs for PC empowering and come up with ideas for the good action plan
“Public Council at Work” campaign

Campaign will start with Civil Society and PC consultative meetings, which will discuss the current issues of curbing corruption, role of public council and pubic participation in it,  PCET will present the drafts of campaign strategy and consult on the content and messages of the educational fliers and television programs.

In order to inform the public in establishment and existence of PC, the project will produce educational fliers in 2000 copies and distribute to the citizens.  Fliers will include information on importance and role of PC, legal regulation, PC members, PC goals and duties. The project plans to air four television programs aimed at providing more detailed information of PC works, public’s role in curbing corruption and  on the need to amend the legal provision and working rules of PC. PC members, ACA officials, NGO and CSO representatives will attend TV programs.  

Globe International has been actively working to promote the National Anti-corruption program of the Mongolian government. These activities focus on supporting the government transparency and openness through enabling better legal environment for citizens’ access to information.

In 2005, the Anti-corruption Law of Mongolia was enacted by the Parliament. In 2006, in accordance with the new Anti-corruption Law, an independent Anti-Corruption Agency (ACA) was established by the government in Mongolia. 

Chapter 27 of the Anti-corruption obliges an establishment of the Public Council (PC).  The chapter states that PC is a part of the ACA and its purpose is to promote the public participation in curbing corruption and issue recommendations and suggestions on the corruption situation and implementation of the anti-corruption law.  

In accordance with the Anti-corruption law the Public Council shall have citizens representing civil society and shall consist from 15 members who are not political party officials and have no previous sentences. PC members were nominated by the ACA and appointed by the President for four years term in August 2007.  The President of Mongolia has issued Decree No 195 on August 3, 2007 and approved the Working Rules of the Public Council. 

Article 1.2 of the Working Rules states that of the purpose of the activities of the Public Council is to support the works of the ACA and carry out the regular activities representing the public in the framework of the directives stated in the Anti-corruption law.

According to the Working Rules the Public Council has two sub-councils: Sub-council on study of the corruption situation and implementation of the anti-corruption laws, and Sub-council on Public Participation and study the public opinions.
