The Parliament /State Great Khural/ of Mongolia has passed the Law on Information Transparency and Right to Access Information yesterday, June 16, 2011. The Law will be effective from December 1, 2011.

This report aims to highlight the current situation of how Mongolian journalists exercise their professional rights and what enabling environments exist for them to fulfill their duties to the public in a fair and responsible manner.

2010 was a year with significant legal media developments. All of the criteria, such as development of new technology, reform of traditional media, rapid progress in modern media and more media outlets (especially broadcasters), have determined the need and demand.

(Globe International/IFEX) - Chuluunbaatar Dolgor, 51, editor-in-chief of the daily newspaper "Ulaanbaatar Times", was arrested on 24 March 2011 and taken to Detention Center No 461. On 7 April, he was indicted for "illegal privatization and serious damage to public property." If found guilty, he faces 15 years' imprisonment under the relevant article of the Mongolian Criminal Code.

The objective of the “Monitoring of the Programming Structure and News and Information Programs of the Mongolian National Broadcaster (MNB) -2” was to evaluate the extent to which the Mongolian National Broadcaster has fulfilled its public service mission during its transition period from a State broadcaster to a Public Service Broadcaster.

Chuluunbaatar Dolgor, 51, Editor-in-Chief of the daily newspaper Ulaanbaatar Times, was arrested on 24 March 2011 and put in Detention Center No 461. On April 7, 2011, he was indicted for allegedly “illegal privatization and serious damage of public property.” In 2008 the newspaper was privatized by the Capital City Privatization Commission and D.Chuluunbaatar was head of themanagement privatization team. If found guilty he faces 15 years imprisonment under the relevant article of the Criminal Law of Mongolia.

Globe International, a Mongolian NGO has started 12-month project “Transparency Campaigning” at Local Government to Curb Corruption from August 15, 2010 under the funding of the Partnership for Transparency Fund (http://www.ptf.org/).

Globe International, a Mongolian NGO celebrated the WPFR on May 3, 2011 at the OSF Conference Room,  under slogan “Freedom To Journalists!” and it was attended by 55 journalists and media practitioners.  The event was moderated by G.Galaarid, Globe International Board Chairman. The meeting participants commerated the killed in 2010 journalists in other countries.

Web sites Guchin-Us soum of Ovorkhangai aimag (www.guchin-us.mn)  and Bayanhkutag soum of Khentii aimag(www.bayankhutag.mn) were launched by the project  “Transparency Campaigning” at Local Government to Curb Corruption started in August 15, 2010 under the funding of the Partnership for Transparency Fund (http://www.ptf.org/) which is aimed at improving the transparency of the local public organizations to curb corruption.
